Rick Hall, Executive Director
Rick has served as the Executive Director of the Home Care Quality Authority (HCQA) since November, 2006. Prior to this appointment, he worked as the state's chief negotiator through the historic first rounds of collective bargaining with SEIU Healthcare 775NW, the home care workers' union, which began in 2002. Rick continued in this capacity while working for the Office of Financial Management (OFM) until his HCQA appointment in 2006. During his tenure, Rick played a leading role in managing and resolving the many complex issues involved in implementation of the home care workers' first contract. He began working for the State of the Washington in 1981 and served at the Department of Social and Health Services (DSHS). After graduating from Pacific Lutheran University in 1988, he left state service and worked with labor unions until returning to DSHS in 2000. Rick has served many years in executive level management positions. In addition, he has extensive experience in directing state-wide programs and has worked successfully in representing the Authority's interests to the legislature, the Governor's Office and OFM. Rick lives in Tacoma with his wife, Janine, and has two grown children.

Vicki Payne, Executive Assistant
Vicki joined HCQA as Executive Assistant in April of 2006. Most of her career has been in support of information technology management, most recently at the Department of Labor and Industries and a family-owned management consulting business. She is excited to be learning about home care providers and the health care industry. As a native Washingtonian, Vicki has lived most of her life in the Olympia area. When she is not working, she enjoys gardening, quilting, scrap booking, and visiting her son Jason in Spokane and daughter Robin in North Carolina.
Sherri Wills-Green, Director of Referral Registry Services
Sherri is currently working for the Home Care Quality Authority as the Director of the Referral Registry Services. She is responsible for oversight of the Referral Registry operations statewide. Prior to coming on board with the HCQA, Sherri worked for DSHS in Residential Care Services as a program manager. Prior to that she was Director of Case Management and Nurse Oversight for an Area Agency on Aging in Wenatchee, WA. She has also worked as a Vocational Rehabilitation Counselor, helping individuals explore return-to-work options and on-job training. Sherri lives in Olympia with her husband Tom and Penny the poodle.

Lisa Livingston, Program Manager, Agency Communications
Lisa supports communication activities for the Agency and is responsible for Referral Registry services in several areas throughout the State. Lisa came to the HCQA in October of 2005. Her background is in long term and residential care services support and administration. Additionally she operates a nationwide on-line senior housing search and referral service. She enjoys travel throughout the State both for her work with the HCRR's and also to spend time with family in Eastern Washington. Her daughter Alexandra and husband Felix (Negron) also enjoy living in the Olympia area.

Janell Kearin, Administrative Assistant
Janell began working for the HCQA in October of 2008. She came to us from DSHS, Division of Fraud Investigations, where she investigated the criminal history of clients suspected of fraud throughout the state. Prior to DSHS, Janell worked for the City of Tacoma as a records dispatcher for the Law Enforcement Support Agency (L.E.S.A.) supporting the Tacoma Police, Lakewood Police and Pierce County Sheriffs Office. Janell is currently overseeing the Character, Competence and Suitability Review decisions and multitasking on other projects. Janell recently moved to Olympia and enjoys camping and spending time with her husband, Jeff, and their four children.
